Description

As part of Justice Devolution arrangements between Greater Manchester Combined Authority (GMCA) and Her Majesty’s Prison and Probation Service (HMPPS), it has been agreed that HMPPS will devolve their national ‘Dynamic Commissioning Framework’ responsibilities for commissioning of services through to GMCA. The devolved approach for Greater Manchester is entitled ‘Greater Manchester Integrated Rehabilitative Services’ (GMIRS). This approach is designed to offer a less structured and more locally tailored interventions which will draw on the experience, innovation and skill within the private and voluntary, community and social enterprise sectors (VCSE), to provide effective rehabilitation and resettlement services that address criminogenic needs unmet by NPS through their programmes, Accredited Programmes, Unpaid Work and Structured Interventions. Just as per the national HMPPS Dynamic Framework, all of the services which form part of the GMIRS will need to work on a referral and compliance basis with the National Probation Service through a Case Recording System. This may sometimes be referred to as the 'Digital Tool / Solution' in other HMPPS documents or training packages. This is a mandatory requirement. For Greater Manchester the probation service relationship will solely be with the National Probation Service - Greater Manchester Region. There are also a number of minimum requirements and other specific activity required by HMPPS which form part of this specification.

Total Quantity or Scope

The Greater Manchester Integrated Rehabilitation Services Personal Wellbeing Service will be based on the core activity from the National HMPPS Dynamic Framework - “Personal Wellbeing” specification. Greater Manchester is commissioning three separate services: a) Peer Support b) Emotional Wellbeing c) Family Support This notice relates to the procurement of a Family Support Service. The Greater Manchester Integrated Rehabilitative Services Family Support Service seeks to establish a service to promote, support and build relationships via direct work with the individual subject to probation. Strong and supportive family, intimate and significant personal relationships are widely considered to be vital factors in desistance from crime and are well documented in the Farmer Review 2017. In Greater Manchester (GM) we have long recognised the huge and predominantly detrimental impact that crime and involvement with the Criminal Justice System has on relationships; we now need to also consider the additional impact COVID-19 has had on this cohort. The long-term impact of COVID-19 is still be realised, however current local information regarding poverty, debt, emotional wellbeing, domestic abuse and family conflict issues indicate more people are exposed to these issues. For vulnerable and marginalised groups and those facing inequalities, the pandemic has only exposed and further exacerbated problems. Given that a large proportion of individuals in the Criminal Justice System are from marginalised groups and / or have complex needs, the importance of family relationships on wellbeing and desistance is now more than ever an important area of focus for the GM National Probation Service and the GMCA.
