Description
Buckinghamshire Council wishes to commission for the co-ordination and delivery of a Building Based Accommodation Support Service. The service will be split into two geographical lots, one in Aylesbury and one in High Wycombe. The aim is to provide a supportive, empowering and non-judgemental service where service users are given the opportunity to make informed choices and develop life skills. The service should enable service users to achieve a level of independence appropriate to their choices, abilities and needs. The successful provider will be expected to work in partnership with health and social care service and the voluntary and community sector to prevent homelessness and events leading to homelessness and reduce factors leading to repeated homelessness.

Legal Justification
Regulation 72 (1) (c) of the Public Contracts Regulations 2015 is used to modify this contract to enable the existing provider to continue to deliver the services until such times as a procurement exercise can take place, because: (i) the Covid-19 pandemic circumstances that have impacted on both the Integrated Commissioning Team and the Supplier Market’s ability to undertake a procurement were unforeseen and all extension options on these contracts have already been utilised; (ii) a modification to the existing contract would not alter the overall nature of the contract, and (iii) a modification to the existing contract would not exceed 50 % of the original contract value.
