Description

The Hospice has been providing specialist palliative care for patients with complex needs who need 24/7 assessment and management by a specialist multidisciplinary team. This service is delivered in an inpatient setting within the geographical area of the Health Board and works collaboratively with the Cardiff and Vale Health Board to deliver Prudent Healthcare for the local population. The proposed extension allows for the Health Board to align all the palliative care contracts to a common end date in readiness for the re-procurement exercise that is due to commence.

Total Quantity or Scope

Extension of the existing contract to align the end date to the Health Boards other Palliative Care Contracts so that the re-procurement of all contracts can be reviewed. The provider is widely recognised as a pioneer of palliative care services and a leader in the field in research, innovation of service delivery and partnership working. Service delivery is built on exceptional governance and business continuity systems, underpinned by robust policies, procedures and structures ensuring consistently high standards in quality and reliability of patient care. This service will set out to fulfill the specialist palliative care services function for patients and carers as part of a care pathway for end of life care, made up of many diverse elements of service. End of Life care can be defined as the health and social care received in the period preceding and after death provided to both patients and their carers. It is not disease specific and covers patients with increasing general frailty at the end of their life. It is also not defined by a period of time, rather the identification of increasing need for support, within the context of progressive advanced disease. Within the over arching service delivery for end of life care, there is a requirement for a specialist element of care, and this contract continuation provides such a specialist service. The service will address the specialist palliative care needs of the most complex patients and provide support to them as inpatients at the Hospice to maintain and improve their functional abilities and well being.

Other Information

** PREVIEW NOTICE, please check Find a Tender for full details. ** The Cardiff and Vale University Health Board wish to extend the existing contract with Marie Curie Hospice for a 9 month period. The Health Board were not in a position to spend the time originally planned to re-tender the requirements due to the unexpected COVID 19 Pandemic and priorities within the Clinical Board having to change to respond appropriately to the situation. Furthermore by extending the Contract for an additional 9 months will align the end dates to our other palliative care contract renewals and will help to enable them to recover from Covid which in turn will help in re-stabilising their organisations. Work is now underway to prepare the necessary specification documents to allow a full Tender exercise to renew these contracts in line with this VEAT expiry. (WA Ref:110730)
