Legal Justification
The need for a contract modification has been brought about by the circumstances of Covid-19 which have meant resources in the contracting authority have been redirected to support health and social care activities including but not limited to the provision of Covid-19 testing capability across N Ireland. As a result scheduled re-tendering activity was delayed whilst resources responded to manage Covid-19 activities. While there are planned measures for disruption to normal business activities, the scale of the impact of Covid-19 and the uncertain duration could not have been foreseen by the contracting authority.
Other Information
The modification 2021/S 123-327231 published 29 June 2021 stated ‘The Trust will not enter into a contract before midnight on Friday 25th June 2021’. This information should be amended to – ‘ The mandatory standstill period of 10 days will apply. The Trust will not enter into a contract before midnight on Friday 9 July 2021’.
