Total Quantity or Scope
The scope of this procurement is the supply of electricity to the Dollands Moor freight yard for the primary purpose of traction power supply. Dollands Moor is in the proximity of Euro Tunnel’s terminal at Folkestone, Kent. Electricity is required to ensure the operation of the freight yard and to enable trains to join certain lines. Electricity will be fed from Euro Tunnel to Dollands Moor as there is no direct connection to the national grid, meaning there are no alternative viable options for electricity supply.

Legal Justification
Dollands Moor does not have a direct connection to the national grid infrastructure which ordinarily supplies businesses and households with electricity. The only supplier in range of the freight yard with existing required infrastructure is The Channel Tunnel Group. Using existing infrastructure, electricity can be fed from from Euro Tunnel. A contract has therefore been awarded without a prior call for competition as competition is absent for technical reasons.
