Legal Justification

The service required is for processing and delivery of first class letters which cannot be accommodated by the contract mail services, due to the collection time for general mail having been missed. Royal Mail can provide the "final mail" service required for this element of the mail. All other suppliers process mail then direct it to Royal Mail for the final delivery element of the service.
