Description

Land and Property Services (‘LPS’) has a requirement for a modern digitally enabled ICT solution that will support the transformation of its Revenues and Benefits service. It is envisaged the new solution will be responsible for, but not limited to, the assessment and collection of rates for domestic and non-domestic properties, the administration of various rate reliefs (such as Housing Benefit and Disabled Person’s allowance), managing interfaces with internal and external applications of LPS (such as the Enforcement of Judgments Office), assist with the setting of district and regional rates and other associated services. LPS require the new ICT solution to be flexible and adaptable to support new and innovative methods of delivery, future changes and business needs whilst being user friendly, customer focused and utilising digital self-service platforms. Renewal Options

Corrigendum Notice 2018/S 198-449107 clarified that the contract duration excluding extension periods is 132 months and not 108 months as stated in the original OJEU contract notice. That is an implementation period of up to 24 months and 108 months 9 years from when the system goes live. Following this the contract has the option to extend the contract for 3 further periods of 12 months. The solution may also be required to support the integration of LPS's other ICT systems and infrastructure. This contract will be primarily be used by the Department of Finance's LPS but may also be used by other NICS Departments, their Agencies and other Non-Departmental Public Bodies. The services that may be required by the parties to the contract will be complimentary to those provided under the Revenues and Benefits Delivery Partner Contract. As indicated in the contract notice 2018/S 195-441388 the potential total value of the contract over the maximum contract term ranges from GBP 20 000 000 to GBP 80 000 000 exclusive of VAT. This range reflects the potential scale of the contract and takes into account changes and potential modifications to the contract that may be required due to legislation, operational and technological developments and/or additional functions and services that LPS may require during the contract term.
