Description
The programme will seek to work with not only established businesses, but also micro businesses and aspiring businesses looking to start up in the sector. Through the provision of intensive support, the aim is to enable participant businesses to collaborate to create scale in a global sector where the Highlands has a natural competitive advantage. Phase 1 of the programme will focus on the Design and Build of an innovative and inspirational programme that will stimulate ambition, reflect international best practice and further develop business capability, growth and competitiveness, followed by Phase 2, Recruitment, Management and Delivery of the programme. The project is a component of Highlands and Islands Enterprise’s Northern Innovation Hub (NIH) which is funded from the UK and Scottish Government’s City Region-Deal. The Northern Innovation Hub covers the Highland Council local authority region and therefore this programme will only be delivered across the Highland region and not the full Highlands and Islands Enterprise region. The services will be required from February 2020 for a period of 3 years.

Legal Justification
The contract value has been modified in line with Reg. 72 (1) and (2) of the Public Contract (Scotland) Regulations 2015 (only one option can be chosen in section VII.2.2, but both reasons apply). Funded by the Scottish Government’s Covid Consequentials budget, targeted at Covid Recovery, the additional services must be delivered by the end of the 2021/22 financial year. HIE could not foresee Covid-19 or the availability of the funding. The delivery of the additional cohorts must also tie in with the seasonality of the adventure tourism businesses, allowing sufficient time for recruitment and delivery. Modifying the current contract allows for timely delivery and avoids the duplication of cost. The overall programme has been extended by 2 months to allow additional time for wrap-up and programme evaluation (having experienced delays due to Covid-19).
