Legal Justification

The Council has a requirement to upgrade its current financial software. The existing Oracle platform was initially implemented in 1994 and is used to manage business critical functions. Upgrading the current system will protect and future proof business critical functions. There is an absence of competition in the market; Oracle is the sole producer of the Oracle software.
