Description
The Child Death Review Partners are proposing a joint commissioning arrangement for the South West Peninsula Child Death Overview Panel (CDOP) and Joint Agency Response (JAR) Service. The Child Death Review Partners are Devon County Council, Plymouth City Council, Torbay Council, Cornwall Council, Isles of Scilly Council, NHS Kernow Clinical Commissioning Group (CCG) and NHS Devon Clinical Commissioning Group (CCG). In accordance with the Child Death Review Guidance (2018), these Partners have come together to agree that their areas should be treated as one area for the purpose of reviewing child deaths. Both CDOP and JAR are statutory services. Currently, these services are commissioned separately with both contracts running until 31st March 2022. The incumbent provider currently delivers both services. The two services are inextricably linked with the JAR Nurses playing an integral part in the Child Death Review (CDR) process and the CDOP Designated Doctor providing clinical supervision to the JAR Nurses. These services were developed to review and reduce Sudden and Unexplained Death in Infancy and Childhood (SUDI/C) and CDOPs are now responsible for reviewing all deaths of children (under 18) normally resident in their area and, where agreed, any non-resident child who has died in their area. A JAR is required for all sudden and unexpected deaths. The partners are looking for a provider with the capability and capacity to provide clinical governance for the recruitment, employment, supervision and retention of nursing staff and the Designated Doctor for child deaths. The provider must be able to deploy an equitable service across Devon, Plymouth, Torbay, Cornwall and the Isles of Scilly.
