Legal Justification
The requirement for a test booking system came about as a result of the Covid-19 pandemic and relates to decisions that were taken in the early days of the pandemic (July 2020) when the response activities and associated demands for goods and services were changing and emerging. The Covid-19 pandemic was unforeseen and was not attributable to the authority. Services under this contract was commenced immediately due to urgency and is an award under Regulation 32 (2) (c) of the Public Contracts Regulations 2015
