Legal Justification

Had the Council sought to meet the requirement through another supplier it would have required a significant investment in time and development which would have required substantial involvement from the Council’s ICT team and which would have placed the Council at an operational disadvantage whilst the new product was being adapted to meet requirements and the existing product was requiring increasing support.
