Description
The region is looking to introduce a standardised nationally approved evacuation process for all East of England trusts. An evacuation system is required in response to national procedure (NHS Shelter and evacuation guidance 2015) and is intended to provide a systematic approach for the evacuation of patients, ensuring an appropriate chain of care and the traceability of where patients have been displaced, whether onsite or offsite to an alternative care provider The tool needs to be applicable for all hospital evacuation scenarios, including RAAC, fire, flood, or infrastructure failures and once in place would strengthen EPRR preparedness in relation to hospital evacuation planning and be supported by the regional patient distribution system and coordination architecture. • A paper-based system that supports the standard evacuation and tracking of patients across the region and uses the NEWS 2 (national early warning score for assessment of unwell patients) as its parameters which results in the tool putting patients into priority categories • Must be designed to be simple and out of a box solution and as such is supportive of delivering the best level of care for patients during an evacuation • Must be standardised to enable interoperability and continuity between trusts • Must include a training package (virtual, video based with subject matter expert input or face to face,) and can be used in the future as part of mandatory NHS updates • Is required to operate from the wards in an affected trust and can be replicated across sites, using common terminology, using easily achievable tasks and must be easily understood by clinical colleagues. • Must include Ward Kits - dependent on ward size and evacuation tools/kits • Must have tracking capability, both physically on the patient, and evacuation dispersal registers for the sending and receiving hospitals • Must assess patients, as either requiring ongoing care onsite or offsite and outline the use of assembly points for on and offsite triage • Must ensure transport categorisation • Must integrate with existing triage tools ,used in the prehospital setting • Property bags must be part of the equipment supplied to facilitate identity of essential belongings and medication. We have a budget of approximately £310,000, excluding VAT This Prior Information Notice (PIN) is to advise prospective providers of the Commissioners intention and to establish provider interest.
