Provision of travel and hotel services; the contractor will be required to negotiate preferential rates for hotels and to provide, support and maintain a web-based online booking tool, enabling EMA travelers to request hotel and travel directly from the travel agent.

Legal Justification

1. The modifications are a direct consequence of the change in practice brought by the COVID-19 pandemic, which can be considered as a circumstance that a diligent contracting authority could not foresee. More specifically, the Agency has not held any external meetings or carried out missions since the end of February 2020; both services represent the main bulk of the scope of the contract. This means that effectively no services have been provided by the contractor to the Agency since February 2020. Partial services are expected to resume as of 25 October 2021; the interruption of the service provision therefore represents almost 20 continuous months. The extension of the contract duration is directly linked to COVID-19. It is underlined that the proposed amendment has no impact whatsoever on the scope of the contract (i.e. no new/additional services/supplies are included in the scope); 2. There is no increase in the price of the contract.
