Description

Newport City Council, acting on behalf of the Gwent Substance Misuse Area Planning Board (APB), has awarded the contract for the provision of substance misuse. services to adults and their concerned others. This notice provides details of that decision. The contract will be for a period of 3 years commencing on 1st April 2022 with an option to extend for up to 2 years on an annual basis subject to performance and continued funding The Council believes that TUPE applies to this requirement.

Total Quantity or Scope

The contract will encompass five distinct elements of adult service provision – open access drug services, alcohol services, prescribing & medical services, family support services to adult concerned others and substance misuse services for individuals involved in the criminal justice system. The specification is organised into six elements: - Part A - The ethos, logistics, quality standards and common requirements that apply across all areas of service delivery - Part B - Psychosocial services for drug users delivered within Open Access - Part C - psychosocial services for alcohol users delivered within Open Access - Part D - Prescribing and Medical services for drug and alcohol users - Part E - Family and carer support services for concerned others - Part F - CJIS (Criminal Justice Interventions Service): drug and alcohol services for individuals involved in the criminal justice system The services to be delivered include: - The provision of training, support and consultancy to providers at Tiers 1 - A range of interventions of varying intensity according to client need at Tiers 2 and 3 including brief interventions, assessment, care planning, psychosocial interventions, detoxification and relapse prevention prescribing and aftercare - Guidance, referral and liaison for clients moving into Tier 4 in-patient and residential services As already stated, the contract is expected to be awarded for the period 1st April 2022 – 31st March 2025, subject to continued Welsh Government, Home Office and Ministry of Justice funding and may be extended, subject to performance and funding, for a period of up to two years on an annual basis. The indicative budget for the provision of both services is approximately 5,267,115 GBP (full year). The total budget for the delivery of Part B, C, D & E services to open access service users is 3,828,499 GBP The total budget for the delivery of Part D & F services to service users in the criminal justice system is 1,438,616 GBP. Additional information: Please note that the estimated value given in II.2.6 is for a contract period of 3 years with an option to extend for up to 2 years on an annual basis subject to performance and funding.
