Description
The purpose of this RFFP is to assist the Catapult in establishing a Capabilities Framework by appointing organisations who can meet ongoing and/or fast turnaround requirements. It is the Catapult’s intention to utilise this Capabilities Framework to support new and on-going initiatives, likely supporting International Development and Humanitarian response activities. These may be for government funded projects, other funding bodies’ projects, supporting International Development/Humanitarian organisations/consultancies, and supporting other project’s needs. Whilst the capabilities required are likely to be varied, the actual requirements will depend on the projects being undertaken and the needs of the ultimate customer. In addition, it should be noted that the work may often demand both short timescales (potentially 48 hours) for the initial responses, and for the actual delivery of the capability. The capabilities required are likely to include, but not be limited to the following list. These capabilities form the lots that will be used within the Framework. Where appropriate within your responses please highlight the proposed use of manual methods, automated methods, Machine Learning (ML), Artificial Intelligence (AI). - Change detection. - Object detection. - Population movements. - Critical infrastructure analysis. - Climate. - Open-Sourced INTelligence (OSINT) analysis. - Cartography and mapping. - Development of Web GIS mapping applications. - Provision of additional surge support resources with Earth Observation (EO), Geospatial Analysis, and/or Geographical Information System (GIS) capabilities and experience. - Modelling capabilities relevant to the International Development and Humanitarian environment.
Lot Division
1 | Change detection Change detection (i.e., what has changed on the ground over a period of time – examples include growth of villages, towns, Internally Displaced Persons (IDP) camps, damage to locations, etc.). Change detection via manual image interpretation and also through the use of automated image analysis tools as appropriate. Award Criteria

2 | Object detection Object detection (i.e., finding and identifying features on the ground, such as equipment, shipping containers, facilities, roadblocks, etc.). Object detection may be through manual image interpretation as well as the use of automated image analysis tools including the use of Machine Learning and/or Artificial Intelligence to automate the extraction of features / information from imagery as appropriate. 3 | Population movements Population movements, including analysis of proxy indicators from satellite imagery and further analysis as to what could be the driver of this change, size and scale of the movements. This may involve the manual interpretation of satellite imagery together with spatial analysis combining other digital map-based datasets or open source data from web sites / social media etc. Award Criteria

4 | Critical infrastructure analysis Critical infrastructure analysis i.e., food (markets, ports etc.), Energy (power stations etc.), Health (hospitals clinics etc.), Water (drinking water, wastewater facilities etc.), Transport (road, rail, airports etc.). This may involve the manual interpretation of satellite imagery together with spatial analysis combining other digital map-based datasets or open source data from web sites / social media etc. Award Criteria

5 | Climate Climate (i.e. Impact on vegetation and agriculture health using tools such as Normalized Difference Vegetation Index (NDVI), monitoring weather patterns and extreme weather events; collation of inputs required for groundwater and hydrological modelling such as land cover/use, soil/geology, terrain models / slopes etc.). Award Criteria

6 | Open-Sourced INTelligence (OSINT) analysis Open-Sourced INTelligence (OSINT) analysis, analysing a broad range of spatial and non-spatial information within the public domain including websites, new feeds, social media feeds etc. Award Criteria

7 | Cartography and mapping Cartography and mapping. Producing customised and bespoke maps, often including the layering of additional data and use of advanced geospatial analysis and visualisation tools to analysis data and provide intuitive visualisations to convey complex information in a simple and easy to understand visualisation. Such tools could be fully interactive web maps or static maps in reports. Award Criteria

8 | Development of Web GIS mapping applications Development of Web GIS mapping applications, this may include development of interactive web mapping applications and web-based story maps to make the results of detailed analysis accessible to a broad range of users. There may also be requirements to develop mobile geospatial data collection applications. Award Criteria

9 | Provision of additional surge support resources with Earth Observation (EO), Geospatial Analysis, and/or Geographical Information System (GIS) Provision of additional surge support resources with Earth Observation (EO), Geospatial Analysis, and/or Geographical Information System (GIS) capabilities and experience. This could include a range of services including manual image analysis, digital image processing, geospatial data collection, geospatial data analysis, and geospatial data quality checking. 10 | Modelling capabilities relevant to International Development and Humanitarian environment disasters Modelling capabilities relevant to the International Development and Humanitarian environment (i.e., sudden-onset disasters (earthquake, critical infrastructure failure, oil spills, etc.), slow-onset disasters (epidemics, drought, etc.) The modelling services would build upon the core earth observation data and other geospatial data sets and inputs into future looking modelling of potential impacts across geographic areas over time.
