Description
The Contracting Authority is placing this transparency notice to alert economic operators of its plans to modify the Northern Estate Architectural and Lead Design contract during it's term in accordance with Regulation 72(1)(c) of the Public Contracts Regulation 2015. The original term was 7 years from 15/12/2016 to 15/12/2023 and this modification will extend the term of by 2 years from 15/12/2023 to 15/12/2025 The original contract award value was £25M and this modification will increase its value by 20% to £30M.
Total Quantity or Scope
The House of Commons In House Services and Estates Department has embarked on a large-scale programme for the development of the buildings on its Northern Estate. Norman Shaw North, Norman Shaw South, 1 Derby Gate and 1 Parliament Street all require refurbishment (formerly known as the Northern Estate Programme). This is due largely to the age and fragility of the buildings' mechanical and electrical services, poor environmental performance and fire safety shortcomings. Additionally, these buildings are all listed Grade 1 or Grade 2* and several are of special historical significance. The Northern Estate holds space equivalent to approximately 30,000m squared NIA, of which, around 15,300m squared requires refurbishment. This modification will enable the continuation of architectural & design service provision to 2025 which will see the completion of Norman Shaw North as was originally intended. The anticipated modification increase equates to GBP 5 000 000. The original contract value was GBP 25 000 000. The Contracting Authority shall observe a period of no less than 10 days, beginning with the day after the date of publication, before modifying the contract as set out in this notice. If the 10-day period (Reg. 99(3)(c)) ends on a non-working day, the period will be extended to end at the end of the next working day (Reg. 2(4)). Indicators
Legal Justification
Contract modification under Reg. 72 (1) (c). Extension of term from 15/12/23 to 14/12/25, and increase in maximum contract value from £25M to £37.25M (49%). At the time that the contract was awarded the term was intended to facilitate the Northern Estate Programme to it's completion. The Coronavirus Pandemic has had two main impacts: (a) Disrupting and delaying the Programme - contractors were not able to access site because of lockdown, surveys could not be conducted, and progress was stalled. It has not been possible to complete the works in the time that was originally envisaged (b) Increasing the cost of the Programme - Nugatory costs have been incurred in demobilising and remobilising staff, and delays have brought about additional costs. Neither was forseeable at the time that the contract was awarded. The central purpose of the contract remains for the provision of architectural and design services for the buildings of the Northern Estate. This two year extension would facilitate the completion of the works to Norman Shaw North.
