Legal Justification
Police and Crime Commissioners are required to have a core referral service for victims of crime as part of the devolved victim services responsibilities from the Ministry of Justice. The current contract was let in 2016 when there was limited data and delivery options available. Since this time the availability of data and its quality has vastly improved, plus different delivery options have become available. To ensure we commission a service that is, not only driven by evidence but relevant throughout the lifetime of the contract we need to undertake detailed scoping, which should have already commenced. However, due to the unprecedented demand on the PCC’s Commissioning Team, which in part is related to the impact of COVID-19, we have not been able to undertake the required project planning for this re-tender. In addition, COVID-19 has resulted in the PCC elections scheduled for May 2020 being postponed to May 2021 and thus delaying decisions for purdah. Additional time is required to look at alternative commissioning strategies and without this research it will be difficult to provide assurance and value for money on any new contract. The intention is to commence a new procurement process in early 2022.
