Description

Carmarthenshire County Council established a Dynamic Purchasing System (DPS) for the provision of Stairlifts, Hoists and Lifts on 5th January 2022 for an initial period of up to 4 years. The DPS will be operated on a fully electronic basis and is open to new entrants throughout its term who meet the minimum criteria specified in the DPS documents. The Council is seeking to appoint suitably qualified Suppliers to supply and install Stairlifts, Hoists, Through-Floor Lifts and External Platform Lifts in domestic properties in Carmarthenshire.

1 Stairlifts (Supply & Installation)

In Category (Lot) 1, Carmarthenshire County Council is seeking suitably qualified Suppliers to supply and install Stairlifts. The installation works will be procured by mini-competition under a Dynamic Purchasing System (‘DPS’) arrangement. The following types of stairlift installations will be required: - Straight Stairlift - Curved Stairlift with minimum 1 bend (fitted to wall side of staircase) - Curved Stairlift with minimum 1 bend (fitted to bannister side of staircase)

2 Ceiling Track Hoists (Supply & Installation)

In Category (Lot) 2, Carmarthenshire County Council is seeking suitably qualified Suppliers to supply and install Ceiling Track Hoists. The installation works will be procured by mini-competition under a Dynamic Purchasing System (‘DPS’) arrangement.

3 Through-Floor Lifts (Supply & Installation)

In Category (Lot) 3, Carmarthenshire County Council is seeking suitably qualified Suppliers to supply and install Through-Floor Lifts. The installation works will be procured by mini-competition under a Dynamic Purchasing System (‘DPS’) arrangement.

4 External Platform Lifts (Supply & Installation)

In Category (Lot) 4, Carmarthenshire County Council is seeking suitably qualified Suppliers to supply and install External Platform Lifts. The installation works will be procured by mini-competition under a Dynamic Purchasing System (‘DPS’) arrangement.

Renewal Options

The DPS will be for an initial period of 4 years and includes the option to extend for a further period of up to 4 years, extended in 1 year periods, until the agreement is no longer fit for purpose and subject to available budget, satisfactory performance, etc.

The successful supplier(s) will be expected to work in partnership with the Contract Manager to maximise the Community Benefits delivered throughout the term of this DPS. Examples of potential Community Benefits may include but are not limited to: i. Offering recruitment and training opportunities to individuals not currently in education employment or training (NEETs) ii. Creating opportunities for SMEs to bid for work through successful supplier’s(s’) supply chains iii. Offering mentoring/business development support iv. Supporting wider community initiatives or providing meaningful contributions to education v. Provision of internal training for Council staff via CPD sessions to provide awareness of new products in the wider care sector It is the Council’s intention to work with its supplier(s) throughout the term of the DPS to agree which benefits may be achievable. When requested by the Council, the successful supplier(s) shall participate in initiatives to support the economic development goals of the Council.
