Description

Orkney Islands Council has a requirement for a local bus and school transport service to be provided in Orkney. This service includes a public transport bus service, school transport and transport services for children with social and welfare needs. A framework of suppliers for the provision of public and school pupils passenger transport services is now being set up and will continue to be managed by Orkney Islands Council. The framework agreement will have an Agreement Period of four (4) years. It is anticipated that the establishment of the framework will be completed by early July 2019 and contracts awarded under the framework will be for a period of five years with a start date of 1 April 2020.

Orkney Islands Council has a requirement for a school transport service to be provided in Orkney. This service includes a school transport service specifically for LOT 1 Kirkwall Grammar School as per the routes detailed in Appendix 1 to the Instructions to Tenderers Documentation attached to this contract notice. This is a continuing requirement for the current school bus service contract which ends on 31 March 2020. The new contract/s will commence on 1 April 2020 and will end on 31 March 2025.

Orkney Islands Council reserves the right to cancel the procurement at any stage and not award a Contract. the expenditure, work or effort undertaken by bidders prior to the award of any Contract is accordingly a matter solely for the commercial judgement of bidders. Late tenders will not be considered by the Council and all questions are to be submitted via the Questions and Answers section of this contract advertisement on PCS. An economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2015 may bring proceedings in the Sheriff Court or Court of Session. Tenderers should complete the ESPD (Scotland) contained within the ESPD Module attached to this notice. The contract award date referred to in this contract notice is for the appointment to the framework only, individual contracts for the provision of services within each lot will be appointed following the completion of the second stage. The second stage first call offs for this framework contract resulted in no awards and a re-run of the call off contracts was commenced on the 27 November 2020 with contracts awarded on the 9 April 2021. The re-run of the call offs under this framework contract invited tenders for a duration of 8 years with an option to extend for a further 2 x 12 months with a corresponding increase in the final annual value of each lot at award.
