Description
The Trust's Hospitals of the future project was included within Phase 1 of the UK Government's flagship Health Infrastructure Plan (‘HIP’) and will be among one of the first projects to be delivered. The Trust is proposing a major redevelopment of the Leeds General Infirmary hospital site to create modern, state of the art healthcare facilities that will expand the Trust's world-class healthcare services. The new healthcare facilities will include a new children’s hospital, alongside a new adult hospital that will include a new maternity centre and other acute, ambulatory and clinical support services. The Trust is seeking to appoint an experienced and innovative healthcare focused design team, including an experienced MEPH engineering designer who shall also provide sustainability/net zero carbon and digital design services and who shall ultimately be novated to a contractor. This procurement is also seeking the same services from a Trust retained due diligence/technical advisor role.

1 | Mechanical, Electrical and Public Health (MEPH) Engineering Designer with Specialist Sustainability/Net Zero Carbon and Digital Design Services The new healthcare facilities are expected to be in the region of 94 000 m2 subject to design. The Trust has secured DHSC approval of an Outline Business Case (‘OBC’) and has also secured outline planning consent. The project must be complete in 2025. The Trust is seeking to appoint an experienced and innovative mechanical, electrical and public health engineering designer with specialist sustainability/net zero carbon and digital design services. The appointed consultant shall act as the lead designer with reference to the specified services. Alongside other members of the design team, the consultant shall be employed directly by the Trust to develop a coordinated RIBA Stage 2 design solution prior to being novated to a contractor at approximately the conclusion to RIBA Stage 2 who shall then be responsible for the production of design/construction information and providing required services through to handover and including, where appropriate, during the Use Stage. The consultant shall be responsible for the delivery of a coordinated design solution to meet the requirements of the Trust’s design brief. Specialist design services will be provided in relation to sustainability and net zero carbon design and digital design (digital hospital design). It is expected, in accordance with the scope of services that the consultant shall also be required from time-to-time in the development of the design solution to prepare technical scopes of service and appoint other specialist consultants or survey companies. The designer is expected to bring innovation and led the development of a design solution to meet a challenging sustainability and net zero carbon agenda as well as supporting the Trust to meet UK Government ambition to establish digital hospitals and to maximise opportunities from Designing for Manufacture and Assembly (‘DfMA’) and Modern Methods of Construction (‘MMC’) whilst further complimenting the healthcare solution. The digital design services role is expected to develop a practical design response to the Trust’s digital design brief and support the Trust in responding to the UK Government’s vision for the creation of digital hospitals across key themes that include: — infrastructure, — patient and staff experience, — smart buildings and Smart Enterprise Asset Management (‘SEAM’), and — digital devices. |
2 | Mechanical, Electrical and Public Health Engineering Client Due Diligence/Technical Advisor with specialist Through this procurement process, the Trust is seeking to appoint a Mechanical, Electrical and Public Health (‘MEPH’) due diligence and technical advisor who shall also provide specialist technical advice in relation to sustainability and net zero carbon as well as digital hospital design. The consultant shall be retained as the Trust’s technical adviser throughout the design and construction stages (i.e. who shall not be novated to a contractor) to provide specialist design advice in the review and assurance of design information produced by the design and contractor teams. It is expected that the technical adviser role shall support the Trust in the review of all drawings, specifications and technical design information throughout all RIBA Stages and advise the Trust on the extent to which the design solution has met the brief and identify opportunities for further development and refinement. During the construction stage the due diligence/technical adviser will be responsible for assessing the contractor’s outputs and ensuring compliance with the brief and that the contractor is achieving the necessary targets associated with the targeted accreditations. A critical role will be undertaken by the due diligence/ technical adviser during the commissioning/handover and use stages as the due diligence adviser will need to support, for a limited period of time, the ad-hoc monitoring of the building ‘in Use’ against key performance indicators and targets. |
