Legal Justification
EANI are currently rolling out a new HR/Payroll system, due to Covid-19 there has been a series of delays and following a gateway review the project has further decelerated. The resultant change in schedule has meant that there needs to be a continued provision of service from the legacy payroll provider to ensure that staff will be paid. EANI anticipates the new solution will be in place by July 2023. However legacy contingency will also need to be provided beyond this point to manage the risk of any further delays and will be necessary to provide access to archived data. The legacy ResourceLink system is a completely bespoke payroll solution built purely for the needs of the EA and DE and their unique employment term & conditions (of which there are over 270 variations.) Therefore, the ResourcLink system must stay in place until all payrolls of EA and DE have transferred to the new EA One solution. There are no other suppliers in the market that could provide an alternative payroll solution. The value is up to a maximum of circa £1,658,363 GBP.
