Description
QTS is a wholly owned subsidiary company of Central & North West London NHS Foundation Trust. QTS is acting in its own right and for and on behalf of CNWL (the ‘Authority’). QTS as the Authority is issuing this opportunity for both QTS and CNWL. Awarded suppliers will be authorised to provide services for both CNWL and QTS in connection with this ‘Find a Tender Service Consultancy Framework’. QTS was established in 2017 to manage the estates and facilities functions of CNWL across 150+ sites, and to market its services within the wider healthcare sector to deliver estates and facilities solutions across London and the South East of England. CNWL remains QTS primary customer, and it engages QTS to deliver its annual capital programme of capital projects to its properties, with an average annual value of up to £15m. This investment is targeted at delivering major property improvements and upgrades to ensure patients and service users are cared for in a safe, therapeutic and comfortable environment. This 12 Lot Consultants Framework will include the following disciplines to facilitate the delivery of QTS’s new build and refurbishment schemes over the Framework’s 4-year term: • Lot 1 – Architects (medium/large, schemes greater than £2m project value) • Lot 2 – Architects (small/medium, schemes less than £2m project value) • Lot 3 – Cost Consultants • Lot 4 – M&E Engineering • Lot 5 – Building Surveyors • Lot 6 – Structural Engineering • Lot 7 – Principal Designer • Lot 8 – Property Consulting Advice • Lot 9 – Strategic Estates Advice – ***to be awarded at a later date*** • Lot 10 – Fire Safety Training - ***not awarded*** • Lot 11 – Project Management • Lot 12 – Clerk of Works Please note that potential suppliers can apply to all Lots on the Framework but can only apply to either Lot 1 (medium/large, schemes greater than £2m project value) OR Lot 2 (small/medium, schemes less than £2m project value).

1 | Architects (medium/large, schemes greater than £2m project value) The appointed consultant must be able to demonstrate their understanding and experience specifically of design appropriate to mental health and community health patients and facilities, producing specifications and design management in accordance with: • HBN 03-01 (adult mental health patients) and/or HBN 03-02 (child and adolescent mental health services), • and HBN 11-01 (community health). We are seeking architects that cover a comprehensive range of design services. Bidders must be able to provide both mental health and community health design. |
2 | Architect (small/medium, less than £2m project value) The appointed consultant must be able to demonstrate their understanding and experience specifically of design appropriate to mental health and community health patients and facilities, producing specifications and design management in accordance with: • HBN 03-01 (adult mental health patients) and/or HBN 03-02 (child and adolescent mental health services), and • HBN 11-01 (community health). We are seeking architects that cover a comprehensive range of design services. Bidders must be able to provide both mental health and community health design. |
3 | Cost Consultant The appointed consultant must be able to demonstrate their understanding and experience specifically of community health or mental health schemes, producing cost plans and providing cost management advice. We are seeking cost consultants that cover a comprehensive range of cost planning services. |
4 | M&E Engineering The appointed consultant must be able to demonstrate their understanding and experience specifically of design appropriate to mental health and community health patients and facilities, producing specifications and design management in accordance with: • HBN 03-01 (adult mental health patients) and/or HBN 03-02 (child and adolescent mental health services); • HBN 11-01 (community health); and • HTM-03 (heating and ventilating). We are seeking mechanical and electrical engineers that cover a comprehensive range of design services, including the provision of ad-hoc advice and guidance on newly acquired sites (e.g., compliance reviews, whether M&E systems can speak to each other). |
5 | Building Surveyor The appointed consultant must be able to demonstrate their understanding and experience specifically of design appropriate to mental health and community health patients and facilities, producing specifications, design management, and managing works on site in accordance with: • HBN 03-01 (adult mental health patients) and/or HBN 03-02 (child and adolescent mental health services); and • HBN 11-01 (community health). Additionally, specifications must comply with the relevant Health Technical Memoranda’s (HTMs). We are seeking building surveyors that cover a comprehensive range of services. |
6 | Structural Engineering The appointed consultant must be able to demonstrate their understanding and experience specifically of Structural Engineering services appropriate to mental health and community health patients and facilities, producing specifications, design management, and managing works on site with an awareness of HBN 03-01 (adult mental health patients) and/or HBN 03-02 (child and adolescent mental health services) and HBN 11-01 (community health). Additionally, specifications must comply with the relevant Health Technical Memoranda's (HTMs). We are seeking Structural Engineering consultants that cover a comprehensive range of services including the provision of ad-hoc advice and guidance. |
7 | Principal Designer The appointed consultant must be able to demonstrate their understanding and experience specifically of Principal Designer services appropriate to mental health and community health patients and facilities, producing appropriate health & safety documents and procedures and managing works on site in accordance with the CDM Regulations 2015. We are seeking Principal Designers that cover a comprehensive range of services. |
8 | Property Consulting Advice The appointed consultant must be able to demonstrate their understanding and experience of delivering Property Consulting Advice services specifically for mental health and community health. We are seeking Property Consulting Advice consultants that cover a comprehensive range of services. |
9 | Strategic Estates Advice Lot 9 Strategic Estates Advice: ***to be awarded at a later date*** The appointed consultant must be able to demonstrate their understanding and experience of delivering Strategic Estates Advice services specifically for healthcare estates. We are seeking Strategic Estates Advice consultants that cover a comprehensive range of services. |
10 | Fire Safety Training The appointed consultant must be able to demonstrate their understanding and experience specifically of providing Fire Safety Training within NHS trusts with in-patient wards ideally within the mental health setting. We are seeking Fire Safety Training consultants who will provide a comprehensive range of training services. It is anticipated that the Client will appoint a single supplier to the framework for this Lot. |
11 | Project Management The appointed consultant must be able to demonstrate their understanding and experience specifically of community health or mental health schemes, managing projects and providing project management advice. We are seeking Project Management consultants that cover a comprehensive range of project management services. |
12 | Clerk of Works The appointed consultant must be able to demonstrate their understanding and experience specifically of community health or mental health schemes, managing projects and providing Clerk of Works services. We are seeking Clerk of Works consultants that cover a comprehensive range of clerk of works services. |
