Description
Primary aim is to provide support for vulnerable young people who cannot live independently who are Children in Care aged 16/17, Children in Need aged 16/17 who are homeless and have additional needs, and Kent Care Leavers up to the age of 25 years. In addition the service provides housing related support outreach for those moving on into independent living. The E-beds element of this contract offers the facility of a bed for a one/two night emergency use.

Legal Justification
KCC has a statutory responsibility to safeguard and promote the welfare of Kent Children in Care and ensure best value for money it spends on behalf of the Kent population. It also has a statutory responsibility to ensure there is safe and sufficient accommodation for Children in Care. There is no provision in the contract to extend. Following full analysis of the provision data, market position and engagement with key stakeholders, a Business Case and Commissioning Plan were developed and were due to proceed with Governance in January 2022. However, the announcement by Ofsted in December 2021 to require regulation in a previously unregulated accommodation market has significantly impacted the proposed direction of travel. This will require a full tender exercise in 2022/23 with an award in April 2023.
