Description

Network Rail is intending to put in place a number of frameworks for Control Period 7 (CP7) for the delivery of capital works in the North West & Central Region. These frameworks are divided into categories and will be subject to procurement exercises in phases. This PIN notice relates to Phase 1. Before the launch of the CP7 procurement exercise for Phase 1, Network Rail wishes to engage with organisations that may be interested in participating in the forthcoming procurement exercise to explain the opportunity and detail of the procurement event. Network Rail is therefore holding a CP7 North West & Central Region Frameworks (Phase 1) Launch Event and the purpose of this notice is to invite interested parties to attend. CP7 covers the 5 year period from 1st April 2024 to 31st March 2029. The North West & Central Region is formed of 3 routes, North West, Central and West Coast South. The event relates to the frameworks as set out in section II. 2.4 below. There will be a second, later, market update and launch event and procurement relating to Phase 2 intended to comprise “Framework Category A – Large Projects”. A further PIN will be published for this separate procurement event in due course. All estimated values included in this notice are indicative and may be subject to change prior to the procurement exercise.

Total Quantity or Scope

This PIN notice relates to the forthcoming procurement event for the following frameworks: Framework Category B Medium projects (between £100k and £7m), with discipline specific lots for Civil Engineering, Buildings and Electrification & Plant, across different geographical areas within the Region. It is expected there will be up to 12 frameworks awarded in total with a combined total with individual framework lot values ranging from £25m to £150m. The maximum framework duration will be 7 years, with an anticipated award date of October 2023. The scope of works proposed to be delivered under each framework is typically; • Survey, investigation, and reporting • Option selection (involving outline methodology) • Outline and detailed design (including temporary works) • Implementation (including demolition) • Commissioning • Hand back into maintenance • Statutory consents and permissions • If directed, third party access agreements These works to Network Rail’s assets may incorporate partial or whole renewal (which may include replacement, removal, major repair, major refurbishment or strengthening). Framework Category C Small to Medium projects (£100k to £4m), build only with discipline specific lots for Civil Engineering, Buildings and Electrification & Plant, across different geographical areas within the Region. It is expected there will be up to 8 frameworks awarded in total with individual framework lot values ranging from £12m to £110m). The maximum framework duration will be 7 years, with an anticipated award date of October 2023. The scope of works proposed to be delivered under the frameworks is typically; • Implementation (including temporary work design and demolition) • Commissioning • Hand back into maintenance • Statutory consents and permissions • If directed, third party access agreements These works to Network Rail’s assets may incorporate partial or whole renewal (which may include replacement, removal, major repair, major refurbishment or strengthening) Framework Category D Minor Works and a Reactive Response Service (<£100k projects) with discipline specific lots for Civil Engineering and Buildings across different geographical areas within the Region. It is expected there will be up to 9 frameworks awarded in total with individual framework lot values ranging from £17m to £58m. The maximum framework duration will be 5 years, with an anticipated award date of October 2023 The scope of works proposed to be delivered under the frameworks is typically; • Survey, investigation, and testing • Outline and detailed design (including temporary works) • Implementation • Enabling works for inspections and assessments • Demolition • Provision of an emergency response capability • Booking of possessions, isolations, and road closures • Statutory consents and permissions • If directed, third party access agreements.
