Description
The service provides psychosocial and pharmacological support interventions for adults resident in the borough who require support for drug or alcohol use. At contract conclusion the service will still offer the same range of psychosocial and pharmacological interventions for the same client group population, however the additional resource will allow for added scale in terms of the numbers of clients who can be assessed and treated at the service. It will also allow for more capacity to assertively reach out and work with individuals in need of support who are not currently accessing services and thereby increase treatment penetration levels. Resources will also allow for more quality provision by way of additional treatment staff to support smaller caseload numbers and additional staff supervision provision.

Legal Justification
Following the national spending review for 21/22, the government announced additional funding for England’s drug treatment services required to be spent in 2021/22. Sandwell received an allocated amount of this grant. The receipt of this additional money from government was not foreseen and only announced to local areas in March 2021, with the initial commitment of grant money being for one year only. The Grant conditions stipulated that the funding had to be spent on a specific menu of interventions focused on reducing drug related deaths and harms, many of which being an expansion or enhancement of pharmacological and psychosocial interventions delivered within the current contract. Subsequently, the government has announced that the Grant Funding will continue for 22/23.The grant funding has the same parameters as previously detailed. Therefore, the Council varied the contract by £280,066.00, to include the provision of the following elements up to the end of the contract term.
