Description

Brief project outline / purpose and scope: To develop a "Decarbonisation Policy Playbook' to provide a strong evidence base for Local Transport Authorities (LTAs) to determine the decarbonisation potential of the policy tools, and levers available to them. Ultimately, supporting the development of vision-led local decarbonisation policies. This will be achieved through (1) Diagnosis of place typology: Assessing physical geography, connectivity, and economic activity of a locality and providing a classification that will be used to evaluate the most appropriate/impactful set of interventions (2) Standardisation of carbon baselines across the three Subnational Transport Bodies (STBs)- including integrating/developing DfT "compliant" demand and fleet powertrain forecasts (3) Developing a reporting for each of the 34 LTAs across the region, highlighting possible interventions that meet national and regional trajectories and targets (4) Tool development - building on the "Decarbonisation Policy Playbook' an STB baselines, develop an Excel tool and if cost effective, a web-based tool) for LTAs and districts that supports developing trajectories and pathways to net zero allowing authorities to develop a bespoke approach to decarbonisation (5) Extensive Stakeholder engagement focusing on Members, LTA Officers, and COOs - involving presenting the tools developed and demonstrating the scale and multifaceted approach needed to achieve decarbonisation. A further competition exercise has been undertaken under the Crown Commercial Service framework RM6099 Transport Technology & Associated Services, Lot 1 Transport Professional Services to appoint a consultancy supplier to deliver the program.
