Description

Kent County Council (the Council) is the largest local authority in England covering an area of 3,500 square kilometres. It has an annual expenditure of over £1bn on goods and services and a population of 1.6m. The Multiply Programme was announced by the Department for Education in April 2022 – being part of a range of initiatives that aim to boost adult skills. The programme is for 19+ adults who do not have a GSCE at Grade 4 (or equivalent) and aims to help people improve their ability to understand and use maths in daily life, home, and work – from household finances, to helping children with homework, to making more sense of the facts in the media and improving employability / job prospects. Full details of the Multiply programme can be found in the Multiply Investment Prospectus: https://www.gov.uk/government/publications/multiply-funding-available-to-improve...

Total Quantity or Scope

The Multiply programme aims to help people improve their ability to understand and use maths in daily life, home, and work: improving household finances, helping children with homework, making more sense of the facts in the media, or improving numeracy skills specific to a line of work. To achieve this, the Multiply Project identifies ten interventions for delivery of numeracy in specific contexts. Full details of Multiply can be found in the Multiply Investment Prospectus: Please see link below: https://www.gov.uk/government/publications/multiply-funding-available-to-improve... Kent County Council intends to appoint provider(s) with relevant experience and a proven track record to deliver innovative and varied services for all lots. Each service will work with adults 19+ and who have not achieved a Level 2 qualification in Numeracy.

The DPS is for the procurement of social and other services referred to in Regulation 74 of the Public Contracts Regulations (2015) and as such, the intention is to use a light touch regime, rather than the full regime described in Regulation 34 (Dynamic Purchasing System). It is our intention to hold market engagement events on 21st (10am – 11am) and 27th September 2022 (3pm – 4pm) . To book a place, please email multiply@kent.gov.uk with your preferred date. ** PREVIEW NOTICE, please check Find a Tender for full details. ** The Multiply Numeracy Services falls under services to which the Light Touch Regime (LTR) applies. As such, Kent County Council will use the LTR flexibilities to operate the Dynamic Purchasing System under the Open procedure under the Public Contracts Regulations 2015. Under Regulation 34(10) of PCR 2015, no further time limits for receipt of requests to participate shall apply once the invitation to tender for the first specific procurement under the dynamic purchasing system has been sent.
