The London Borough of Enfield ('the Council) is undertaking market engagement to gather market intelligence and views regarding a future Autism Service in the borough. The purpose of this engagement phase is to help inform the Council's options and further decision making. The delivery of the Council's all age autism strategy by supporting autistic adults in a range of areas including peer support, access to information and advice, activities and social opportunities in line with our vision to improve the lives of autistic people and their families.

Other Information

The Council has jointly commissioned Autism Support services with North Central London Integrated Care Board through a local supplier to provide support to our autistic adult population until January 2023. Therefore, the Council would like to find out about the solutions that the market currently or potentially offers, along with the types of innovation or areas of best practice that are being developed and could meet the Council's future requirements and/or make improvements to current ways of working and business processes. Interested providers are invited to complete and return a Soft Market Testing Questionnaire by 12:00 Noon, Monday 12 September 2022 via the London Tenders Portal at: https://www.londontenders.org. The Soft Market Testing Questionnaire is to be submitted using the portal's messaging facility within the project (reference: DN628033). For the avoidance of doubt, this market engagement is intended as an awareness and information gathering exercise only - this is not a call for competition (to commence a formal procurement process) or a pre-qualification process. Participants must also know that they should cover their own cost of participating in this market engagement and the Council is not liable for any cost incurred due potential providers participation in the exercise. Please note that organisations will not be prejudiced by any response or failure to respond to this market engagement or failure to attend any follow up meetings that may be arranged at the absolute discretion of the Council in line with the market engagement documentation. See Section 5 of this Notice for additional information/details regarding this market engagement. Additional Information: Currently the Council is at an early stage in the development of its business proposals. This is prior to formulating or commencing any formal procurement. We are therefore seeking input from the market as to what might be the most attractive and feasible way of scoping a future procurement opportunity. This pre-procurement phase provides an opportunity for the Council to obtain insight into how potentially interested organisations might approach the delivery of Autism Support services. It also gives useful early insight into the likely level of interest from the supply market. Organisations will not be prejudiced by any response or failure to respond to the pre-procurement market engagement or failure to attend any follow up meetings that may be arranged at the absolute discretion of the Council. Organisations must also note that a response to this pre-procurement market engagement does not guarantee an invitation to participate in this or any future procurement that the Council may conduct, nor that the Council will procure any such supply and services or accepts any proposals offered. Any procurement of the supply and services by the Council will be carried out strictly in accordance with its Contract Procedure Rules as appropriate. The Council has developed a SMT Questionnaire (included in the Market Engagement documentation) and are asking potentially interested organisations to complete it. At the absolute discretion of the Council, respondents may then be invited to meet with the project team to discuss in more detail their responses and key areas of interest for the Council.
