Description

Notting Hill Genesis (NHG) is looking to put in place contracts relating to its Heat Network Operation, Maintenance & Metering and Billing works. NHG are looking to create single supplier contracts with an initial structure that will be as set out in this PIN. However, NHG is looking to gain feedback and market intelligence to further refine this plan. We intend to start the procurement in October 2022, with the new contract commencing in May 2023.

Lot Division

1 Lot 1 a - Operation, Maintenance and Metering Region 1

The scope of works, includes but is not limited to, the operation, maintenance and metering of NHG's Heat Networks in region 1, plus any additional heat networks which becoming operational during the contract life.

2 Lot 1b - Operation Maintenance and Metering Region 2

The scope of works, includes but is not limited to, the operation, maintenance and metering of NHG's Heat Networks in region 2, plus any additional heat networks which becoming operational during the contract life.

3 Lo 2a - Billing - Region 1

The scope of services, includes but is not limited to, the billing of NHG's Heat Networks in region 1, plus any additional heat networks which becoming operational during the contract life.

NHG wishes to carry out pre-procurement market engagement to seek views from the market about its proposals before the formal launch of the procurement through the issue of a Contract Notice on FTS. NHG have 36 Heat Networks across London, Essex and Suffolk, with the majority of the stock being within the Greater London area. NHG ‘s current proposed strategy is to award several contracts to suppliers across the four Lots. The contract will be divided into 2 lots for the different works/services. Lot 1 is for the Operation, Maintenance and Metering of the Heat Networks and Lot 2 is for the Billing of the Heat Networks. These two lots will then be subdivided into lots 1a/1b and 2a/2b for the different regions where the Heat Networks are located. These regions are yet to be determined. NHG is also considering the possibility of limiting the number of Lots which a contractor can bid for and/or be awarded. The Lot structure and any limitations to be applied is still to be determined at this stage and NHG would be interested in any feedback from potential contractors on this. This structure is not finalised and NHG are looking for constructive feedback from suppliers on the process/procurement set up via the survey monkey questionnaire. This feedback will be used to develop our procurement strategy to ensure NHG can deliver the best strategy for our residents. We intend to follow the one-stage, Open Procedure. The Invitation to Tender (ITT) is likely to be issued at the end of October 2022, with around 5 weeks allowed for bidders to respond.
