Description
The City of Wolverhampton Council is seeking organisations to provide Rough Sleeper services across the city until from 1st January 2023 until 31st March 2025. City of Wolverhampton Council has commissioned rough sleeper services for a number of years. Following learning from the ‘Everyone In’ initiative and the reduction in the numbers of people sleeping rough in Wolverhampton, proposals have been reviewed to move focus towards prevention work. The Rough Sleeper Services contract will be split into three lots as detailed below. The three lots will provide essential services to prevent and relieve rough sleeping for people sleeping rough, people at risk of rough sleeping and people with a history of rough sleeping. Partnership bids that draw on the existing successful partnership working with this cohort and demonstrate added benefits of secure information sharing within the services will be welcomed. If a partnership bid was successful, a lead organisation would be expected to sub-contract other organisations for delivery against specific lots and/or outcomes. Fast mobilisation will be mandatory for all three lots with a start date of 1st January 2023.
Total Quantity or Scope
Lot 1 - Navigator: This service will provide outreach, in reach and floating support. The outreach staff will look to relieve rough sleeping and work with any individuals out on the street to support them into accommodation and signpost into other appropriate support services. The in-reach team would also work to prevent any instances of new or repeat rough sleeping. The in-reach element would include a single point of contact for a re-developed prison release pathway and will have an additional focus on support for women and preventing repeat rough sleeping. The service would also provide floating support for all tenures for short, sharp interventions and to signpost people to services that can support them to sustain their tenancy. Floating support would be used as a preventative tool, a step-down offer for those in supported accommodation, a graduation offer for Housing First clients and an assurance for private landlords. This service will bridge the gap for those individuals living in the community and ensure that they can access all services as and when required and will assist in further increasing tenancy sustainment. Lot 2 - Single Persons Accommodation Project: The Single Persons Accommodation Project consists of four emergency bed spaces and 22 long-term accommodation units with multi-agency office space. The long-term units will have arms-length support and will be set at an affordable rate to allow people to seek employment. These units meet a need for a bridge between supported accommodation and tenancies in the community, to allow people to become independent whilst having the reassurance that support is there if required. The contract will be for an accountable manager and full staffing team to deliver the arms-length support, 24hour staff for the emergency beds, concierge and overall oversight of the office space on site. Lot 3 - Housing First: Housing First is an international housing project for getting people with complex needs and severe disadvantage a permanent and non-conditional offer of independent accommodation. It provides intensive support to support people to secure and maintain an independent tenancy. This project has been established in Wolverhampton for some time and the contract will be for a support team to continue this support and work to graduate people from the project. The number of clients on the programme is required to reduce over the period of the contract with individuals graduated on to other forms of appropriate support.
