Legal Justification

The tender was run and managed by a private sector third party who was a specialists in the market and who identified the most suitable and appropriate companies to invite to tender. The Procurement followed a robust tender procurement process, where the total contract value of the requirement was anticipated to be well below PCR thresholds. However, due to unforeseen economic factors and delays by the Trust, it wasn't until final tenders were received that the true value was identified, which was found to be considerably over the PCR threshold. Hence the need for this VEAT Notice to be advertised to the market.
