Description
The contract is delivery of the National Atmospheric Emissions Inventory (NAEI) and to generate high-quality and consistent greenhouse gas emissions for BEIS, Defra, ONS and DAs in order to meet international reporting requirements and provide scientific evidence for domestic mitigation policies. The NAEI contract will support the production of the UK’s Greenhouse Gas Inventory (GHGI) and the Air Quality Pollutant Inventory (AQPI) respectively and is jointly funded by BEIS, Defra and the ONS.

Legal Justification
The necessity for this variation is due to ongoing scientific developments (including research methods, reporting requirements and technology improvements), which were unforeseen, that need to be incorporated into the contract. Due to EU Exit, the UK deliverables to the EU are no longer necessary and therefore the costs for these deliverables are needed in the contract. This was a known possibility at contract commencement and both the supplier and the Authority agreed to future negotiations in potentially removing these deliverables.
