Legal Justification
The works packages awarded to date have increased in value and extended in duration, however remain within the scope of those anticipated at the time of the Framework award. The value of potential works packages to be awarded during this additional 1 year term are very low and will be minimised were possible.Running a procurement exercise during 2022 would not guarantee a competition based on clear service requirements and therefore this approach may not deliver best value for money and would not be in the public interest.It is hoped that the extension to the current framework will provide sufficient time for the development of clearer service requirements. This is a reasonable and proportionate step in order to maintain the services whilst balancing this against our legal duty to expose the requirement to full, open competition in due course.
