Description
The listening exercise is a working title for the public facing process the Inquiry will use to gather people's experiences of the pandemic, providing a unique source of data for the Inquiry's legal team. This exercise needs to be of sufficient scope and scale to capture people's experiences, give them a chance to be heard and turn the experiences into an evidence base that will underpin the broad remit of the Inquiry's investigations. This exercise will be run as a mixed programme, covering research and analysis, communications and engagement, website and safeguarding policies and procedures and emotional support. The Inquiry requires specialist research and analysis expertise to deliver the Research and Analysis pillar of the listening exercise. This will provide a unique, comprehensive empirical account of the UK population's experience of the pandemic to be submitted to the Inquiry's legal process as evidence. The successful supplier is aware that for a successful listening exercise the Inquiry will at all times retain its independence. High quality, methodologically robust reports will be produced to feed into the Inquiry's legal process as evidence and these will represent the experiences of the UK population, and support the Inquiry in its investigations as it delivers on its Terms of Reference. The process of gathering experiences/data fits into the Inquiry's timescales and process, delivering timely and relevant reports to Modules where human impact needs to be heard. The data on which the reports are based must be of high quality, representative, as well as protected, safe and secure. That the experiences/data are collated and analysed in a way that allows thematic reports to be produced. The process of data/experience gathering will be diverse and inclusive, reaching seldom-heard and under-represented groups. Experiences/data collected will be protected, and anonymity preserved where appropriate. That the 'listening' element is trauma-informed and tailored to audience needs. Those methods are tested on a small scale first before being rolled out more widely and that the best use of public money is made. It is important that the exercise is as inclusive as possible, in line with the large number of people affected by the pandemic and that the experiences gathered are representative of the UK population. At the same time it must be proportional in our delivery to ensure value for money for the taxpayer and the Inquiry. It will demonstrate to the country that we are 'listening' to what the country wants to tell us, helping to maintain trust and confidence in the Inquiry and its findings. Due to the nature of the subject material and the grief, trauma and health impacts experienced by many people, carefully designed research methods and interactions are required in line with the lnquiry's safeguarding responsibilities. This activity will produce research that can be submitted to the Inquiry as evidence.
