Description

NPL wishes to procure 6 No. satellite earth stations and the lease of satellite transponder bandwidth. The supplier is expected to test use of the transponder and the equipment by temporarily installing the latter at the NPL Teddington site. In addition, NPL will require as an option for the equipment to be installed in its permanent locations, commissioned, maintained, serviced and covered by a minimum 3-year warranty. An option will also be required for purchase of an additional 3 x active electronics equipment as spare components for use with the satellite earth stations. An option will also be required for purchase of up to 4 No. additional satellite earth stations. Please note that this Pre-qualification is now live for this procurement. Submission of the PQQ is required in order to be included in the ITT.

Total Quantity or Scope

A summary of the technical requirements is shown below: This procurement relates to the provision of a satellite communication system for the purpose of time transfer comprising 6 No. x satellite terminal equipment and the lease of satellite transponder bandwidth at Ku-band frequencies. The equipment must meet the requirements for provision of the system with Ku-band transmit frequency: 13.75-14.50 GHz, receive frequency 10.95-12.75 GHz. The satellite transponder bandwidth shall be compatible for use with the satellite terminal equipment at three locations in mainland Britain, including NPL Teddington. It must have a minimum bandwidth of 4 MHz and it would be desirable for this to be higher. The satellite time will have a minimum availability of 99.5% and it would be desirable to be higher. Existing customer modems will be used in the service. The equipment must fulfil all regulatory requirements for operation in the UK and in the European Union. It must be CE marked, UKCA-marked or conform to equivalent international standards for electrical safety. Active electronics such as upconverter, downconverter, power amplifiers, monitoring and control and power supply to be included in a single transceiver or other enclosures. The equipment interface to the modem will be 70 MHz IF input and output. It will also be possible to use a 10 MHz external reference input signal. The transceiver or other enclosures will provide temperature regulation of satellite terminal active electronics. The receive-transmit offset antenna for use with Ku-band system will have a desirable size of 1.8 m, although could be up to 2.4 m. The antenna will be mounted on a heavy-duty mount with fine azimuth and elevation adjustments.

An option will also be required for purchase of an additional 3 x active electronics equipment as spare components for use with the satellite earth stations. An option will also be required for purchase of up to 4 No. additional satellite earth stations.
