Description
WasteDataFlow is government’s main source of data and statistics on waste. It provides the essential data to monitor progress towards future recycling targets. The Waste (England and Wales) Regulations 2011 contains a duty for the Secretary of State to produce a waste management plan for England that contains measures to ensure a 65% recycling rate and that no more than 10% of municipal waste is landfilled by 2035. Waste data Flow data is essential to meeting the requirement of the waste management plan by ensuring that we have accurate statistics to monitor progress with national recycling rates.

Legal Justification
WasteDataFlow data collection and functionality will eventually largely be replaced by the electronic waste tracking service (WTS), from 2024. WTS is part of the “Smart Environment programme” (SERP) and contracts for the next two years work on SERP are currently being procured. On current WTS schedules a full WasteDataFlow service will be required only until summer 2025. WasteDataFlow is a unique webportal for the reporting of Local authority waste collection and disposal by Local authorities in the United Kingdom. The system collects complex information, has validation and reporting modules built in. It has been tailored to meet different reporting requirements for each of the DA’s. The contract also provides for a helpdesk of experienced staff to help Local authorities submit and validate data. There would be significant costs for a new provider in taking on WasteDataFlow for this fairly short period of time. The cost of setting up and getting an experienced team in place on top of regular contract running costs would be prohibitive in producing a competitive tender. Jacobs has provided the service since 2015 and is familiar with the work to complete this requirement. There is also likelihood of some proprietary information. They have also provided competitive pricing for completion of the project, and if this goes out to tender then it is likely their quote will be much higher.
