Description
Bridging Service to provide care to Customers on the Outstanding Home Care Support List (Waiting List).
Total Quantity or Scope
Following a sustained period of high demand, post-pandemic Suffolk County Council (SCC) entered into a Pilot with an existing Provider to deliver a Bridging Service in Suffolk to deliver care to Customers on the Outstanding Home Care Support List (Waiting List). The Pilot solution allowed staff to be deployed into Suffolk, thus not creating further pressure on an already fragile local staffing resource. A six month contract to continue this service with the Pilot Provider is required to allow SCC sufficient time to undertake Market Engagement and run a procurement process for this service in the future. Market Engagement is expected to commence during January 2023. The value of the 6 month contract is up to £5,000,000 + VAT.

Legal Justification
It was anticipated that capacity to provide care to waiting list customers would have been gained after the award of recent framework, unfortunately this has not been the case. To continue to provide care to customers on this waiting list whilst not creating further pressure on an already fragile local staff resource and to allow a procurement exercise to be completed a direct award to the existing Pilot Provider is needed.
