Description
The Office for National Statistics is the UK Governments recognised statistical institute, responsible for producing indicative statistics relating to UK economy, population and society. The contract in question relates to Total Facilities Management requirements across the Office for National Statistics estate, inclusive of construction, repair and maintenance, cleaning services, restaurant and food services. The current contract is governed by the Crown Commercial Services Facilities Management framework (RM1056), with the current contract due to expire on 30/09/2023.

Legal Justification
Extension of contracts without prior publication of a call for competition on the Find a Tender portal. Under Public Procurement Regulations, specifically regulation 72 (c), the Office for National Statistics intends to extend its current contract for Facilities Management. where all of the following conditions are fulfilled:— (i)the need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen; (ii)the modification does not alter the overall nature of the contract; (iii)any increase in price does not exceed 50% of the value of the original contract or framework agreement. Justification for selected award procedure: In the post-covid environment, for ONS hybrid working has become the norm resulting in low levels of occupancy across the estate. Coupling our low occupancy with the central drive to make substantial efficiencies then it becomes clearer that reducing the estate seems a sensible option to explore to release savings. Additionally, under our occupancy arrangements we can hand back space without incurring any additional costs. Pre-covid the ONS had been planning to run a full procurement through the new CCS framework Facilities Management Marketplace. Today, we find ourselves in a position where it is very unlikely for us to be able provide suppliers a meaningful specification of our ongoing requirements. This would leave the ONS with high amounts of commercial risk. For this reason, the ONS has intentions of extending its contract with current provider, Vinci Construction. The ONS intend to extend the contract by 24 months. This will allow the ONS to define and develop its estates strategy which allow for crucial efficiencies to be created and better understand the nature of the service needs in the future.
