• Enabling local authorities to lead their own improvement, by: o Facilitating sector-led improvement and peer to peer challenge and support o Supporting LAs to make best use of the national improvement programme; help to target resources to where they are most needed o Providing expert leadership support to lead members for adult social care and Directors of Adult Social Services (DASSs) – of which there is no equivalent organisation • Enabling DHSC to understand what’s working well and what isn’t in the sector and help do something about it, by: o Facilitating two-way communication between DHSC and LAs o Advising on live operational challenges to inform national policy and system design, reform implementation and review o Collaborating with DHSC to target help to where it is most needed.

Total Quantity or Scope

The White Paper, People At The Heart of Care, sets out that the Adult Social Care sector faces a huge challenge to deliver transformational change, in difficult circumstances. In order to support Local Authorities and their partners to meet this ambition the Supplier shall provide support for the front line:· Enable local authorities to lead their own improvement, by: o Facilitating sector-led improvement and peer to peer challenge and support o Supporting Local Authorities to make best use of the national improvement programme; help to target resources to where they are most needed o Providing expert leadership support to lead members for adult social care and Directors of Adult Social Services · Enable the Authority to understand what’s working well and what isn’t in the sector and help do something about it, by: o Facilitating two-way communication between central government and Local Authorities o Advising on live operational challenges to inform national policy and system design, reform implementation and review o Collaborating with the Authority to target help to where it is most needed.Support to sector through ADASS networks for 3 months.This contract requirement has been directly awarded to ADASS (Association of Directors of Adult Social Care)
