Description

The MoJ wish to conduct early engagement with the market to further shape its requirements for delivering the provision of Community Accommodation Services – Tier 3 (“CAS3”). This is a call to the market ahead of an upcoming competition with no commitment to tender at this time. The CAS3 project provides accommodation to People on Probation at risk of being homeless upon being released from prison or as part of their resettlement and moved-on from an Approved Premises (CAS1), or period at a Community Accommodation Service Tier 2 residence (CAS2). The provision of accommodation for an individual Person on Probation is for up to 84 days, providing provision from the first night of release. The Supplier(s) will work with the Person on Probations’ Community Probation Practitioner (“CPP”) to provide individualised low-level support to each Person on Probation to support them in maintaining the accommodation as well as helping the Person on Probation move-on into settled accommodation. People on Probation will be referred and managed by Probation CPPs and suppliers will be expected to work closely with CPPs and Homelessness Prevention Teams (HPTs) to deliver the service This Prior Information Notice is related to the re-tender of 4 regions with contracts ending in 2024. The regions in scope are: East of England, Yorkshire and the Humber, North West, and Kent, Surrey and Sussex. The anticipated number of bed spaces to be provided in each region range from approximately 100-350.

Total Quantity or Scope

Other Information

The MoJ requires potential suppliers being able to guarantee enough accommodation to meet the required bed spaces in the region(s) where they are delivering a service. Accordingly, the MoJ welcomes input from suppliers as to their capacity to deliver in and across these regions either entirely, in partnership with other providers, or under contracts with multiple providers. The MoJ will hold an online event regarding the service requirements on the 9th of March 2023. The MoJ welcomes feedback from the market on the commercial arrangements.
