Description

Following a restricted procedure competitive procurement process, the University awarded a contract for Facilities Services to Noonan Services Group (UK) Ltd - (Noonan) in 2019. The contract was for the provision of facilities services, including security services, car parking management, porterage, mail/inter campus delivery and cleaning services.

Legal Justification

Additional services have become necessary and a change of service provider cannot be made for economic and technical reasons due to interchangeability of the existing services; and a change of contractor would cause significant inconvenience and substantial duplication of costs for the University for the reasons outlined above in Section VII.2.1). The delay in delivery of the GBD Project, Covid-19 pandemic and resulting unprecedented consequences; and changes in final building layout have rendered the modification necessary. This was unforeseen at the time of the original procurement exercise. The contract value is also being adjusted as provided for under the original contract by -£516,114.93 due to lower floor area. The increase in estimated contract value following the proposed modification is £2,296,311, which combined with the previous contract modification of £1,299,222 totals £3,595,534; and does not exceed 50 percent of the original contract award value of £23,919,979.32.
