Description

Following a restricted procedure competitive procurement process, the University awarded a contract for Facilities Services to Noonan Services Group (UK) Ltd - (Noonan) in 2019. The contract was for the provision of facilities services, including security services, car parking management, porterage, mail/inter campus delivery and cleaning services.

Legal Justification

The need for modification has been brought about by circumstances which a diligent contracting authority could not have foreseen. University policy to support social values and pay RLW was implemented on the Facilities Services contract from August 2022. The RLW changes annually as set by the Living Wage Foundation and the actual RLW increase was unforeseen at the time of both the original procurement exercise, and the previous contract modification detailed in modification notice 2023/S 042-123256. The modification does not alter the overall nature of the contract.The increase in estimated contract value following the proposed contract modification is £383,426.07, which combined with the previous contract modifications of £3,595,534.62 totals £3,978,960.69; and does not exceed 50 percent of the original contract award value of £23,919,979.32.
