Description

HMCTS require a supplier to work with them to provide a range of data handling, processing, reconciliation, banking and MI related services to support the Court services. The provision of these services is critical to the processing of the Court operations.

Total Quantity or Scope

The Ministry of Justice (MoJ) are, via this notice calling for potential bidders who may be interested in providing a Financial Transaction Processing (middle office) system to support His Majesty's Courts and Tribunals Service (HMCTS) to register their interest. The MoJ intends to do market engagement with potential bidders prior to going out to formal tender, currently anticipating questionnaires to gather market thoughts and an event to share our thoughts and ideas. HMCTS will look at engaging with potential bidders that respond to this notice and register their interest. Should potential bidders be interested in participating in the market engagement, then please register your company at https://ministryofjusticecommercial.bravosolution.co.uk (if not already registered), and join PQQ_336 To give an indication of what we may require is as follows: A supplier to work with HMCTS to provide a range of data handling, processing, reconciliation, banking and MI related services to support the Court services. The provision of these services is critical to the processing of the Court operations. The data relating to the services covers all jurisdictions within the courts and may be provided using a variety of methods including, web-based portals, APIs, paper-based documents, secure email and in varying formats including the use of MS Office products. The supplier may be required to accept all delivery formats and to develop the supporting portals, API routines etc needed to accommodate the service requirements. An indication of the services that the supplier may be required to develop, provide and support are detailed below (This is an indication and may change prior to tender) • Provision of a web-based solution to allow Magistrates to submit, claim and be paid for travel and subsistence • Provision of multiple web-based solutions to allow court staff to record and bank fees taken at Court sites • Provision of a full direct debit service including the creation of accounts, credit checks, management of bank mandates, issue of advance notifications, pull of the direct debits and management of rejections. • Provision of a full payment solution to include cheque printing, BACS and credit/debit card refunds. • Provision of a service to manage deposits including bail deposits • Provision of a service to allow HMCTS to account for receipts taken in payment of criminal convictions. • Provision of automated solutions to receive and return data using data transfers including APIs from HMCTS systems to include the return of credit balance checks etc • Provision of full reconciliation services as required by the contract • Provision of banking services, including the management of any sweeps required on the accounts • To work with HMCTS to improve the level and complexity of MI that is currently produced from the systems to enable data analysis at transactional level.
