Legal Justification
Extreme urgency brought about by unforeseeable events. The market engagement process & feedback resulted in the surfacing of new & ongoing risks, principally: • Ongoing delay in publication of the National Review• Further recommendations & guidance for the future of NEPTS is expected during 2023 and is necessary to inform & shape services• Post-COVID & ongoing system pressures• Operational delivery strategy for patient conveyance currently unclear • Mobilisation - vehicle chassis & bodywork supply chain issues, market engagement feedback was 9 & 12 months is required. intention is to allow a 9 - 12 month lead time Commissioners are keen to ensure Providers have the best chance to bid including allowing a 9 – 12 month mobilisation period. Sufficient time is also required to incorporate revised national documentation/guidance into the new service specification & to incorporate lessons learnt from the pandemic plus long-term changes to patient behaviours, activity & overall needs.
