Further detail is contained in the Invitation to Tender and the Specification available with the procurement documents on eTendersNI. The proposed framework agreement will be entered into by BSO.. . A bidder information session will be held on Monday, 15 May 2023 at 10:00 am. The session will take place remotely via Microsoft Teams. To register attendance at this session, bidders should provide the names of proposed participants relating to their tender response via the messaging facility on eTendersNI by no later than 9 May 2023. The Authority will issue details of the session arrangements and an agenda by 5 May 2023. Please note that each bidder may have a maximum of 5 participants on the Microsoft Teams call. Further details are provided in the ITT (section 3.5).. . BSO reserves the right to require groups of economic operators to assume a specific legal form once they have been awarded the NI GPDCS Framework Agreement, to the extent considered necessary for the satisfactory performance of the contract and in particular to ensure that the contracting counter-party has available to it the financial and technical resources as relied upon during the procurement to secure the award of the NI GPDCS Framework Agreement. BSO will incorporate a standstill period at the point information on the award of the contract is communicated to bidders. The notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful bidders to challenge the award decision before the contract is entered into. The Public Contract Regulations as amended provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).. .
