Description

Medway Council’s Education and SEND Division is looking to increase capacity of Alternative Provision to support pre-emptive and reintegration activity, including revolving door and outreach. The Local Authority invites applications from suitably qualified providers who can increase our Alternative Provision offer in Medway, in the following areas: • The development of specialist knowledge and skills on SEND (Lot 1) • Pupils presenting with challenging behaviour (Lot 2) • The reintegration of pupils out of school due to a health-related need (Lot 3) • Assessment placements for a cohort of children and young people arriving in Medway through the Fair Assess Protocol (FAP) where there is evidence of very challenging behaviours (Lot 4)

The development of specialist knowledge and skills on SEND (Lot 1) The aim of this tender is to have either one or multiple training provider(s), with the expertise in developing and delivering training programmes for staff on one or more of the areas below, to create an understanding of current knowledge and skills, and how to use these in the school environment to improve outcomes and inclusion of Children with SEND. 1. Communication and interaction - Speech, language and communication needs (SLCN), ASD 2. Cognition and learning (Moderate Learning Difficulties, Profound and multiple learning difficulties, severe Learning Difficulties; specific learning difficulties and dyslexia / dysgraphia / dyscalculia / dyspraxia. 3. Social, emotional and mental health (SEMH) 4. Sensory, and/or physical needs (visual impairment, multi-sensory impairment and physical disability)

Pupils presenting with challenging behaviour (Lot 2) The focus of intervention aims to enable the pupil to thrive in their mainstream setting whilst immediate needs are being met and ongoing needs are clearly identified. The outreach provision is not a long-term provision arrangement for pupils and providers are required to work closely with schools and wider multi-agency stakeholders to put in place sustainable support mechanisms.

The reintegration of pupils out of school due to a health-related need (Lot 3) Medway Council is looking for a provider: • To promote a focus on reintegration and outreach support to ensure that pupils who are able to access mainstream education do so consistently. • To develop confidence amongst stakeholders in the LAs ability to ensure education for students with medical needs in a timely and effective manner. • To ensure that we track students accessing these provisions in a meaningful way, providing personalised support based on their needs. • To ensure that we work with social care and health to provide an integrated approach to supporting pupils with medical needs. • To ensure that we record information in a way that enables us to analyse data.

Assessment placements for a cohort of children and young people arriving in Medway through the Fair Assess Protocol (FAP) where there is evidence of very challenging behaviours (Lot 4) Assessment service aim: For vulnerable pupils in key stage 3 and 4, be best equipped to enable them to be successful in their next stage of education. Short term assessment placements are required to ensure Medway has a robust, purposeful assessment provision, where appropriately placed pupils have access to assessments and interventions prior to being placed at local secondary schools or Alternative Provision (AP). The service has been identified through discussions with education and stakeholders as needing to support a minority of children arriving in Medway through FAP where there is evidence of very challenging behaviour (e.g., have attended AP in another area, and/or have been permanently excluded prior to arriving in Medway). The assessment service will be open to any key stage 3 and 4 pupils.
