Description

Health Education and Improvement Wales (HEIW) are undertaking a review of Health Professional Education and Training Services delivered to NHS Wales. HEIW are seeking to commission part time Practitioner Training Programme (PTP) Healthcare Science education for Clinical Engineering, Pathology (Life Sciences) and Audiology.

Lot Division

1 Audiology

Health Education and Improvement Wales (HEIW) is a key stakeholder in healthcare science transformation in Wales. Traditionally, individuals achieve Practitioner Training Programme (PTP) status by undertaking a BSc (Hons) in Healthcare Science full time over 3 years, including academic study and work-based learning. HEIW is committed to commissioning part time education to enable people already employed in the NHS, to access a BSc programme alongside existing employment to achieve Practitioner Training Programme (PTP) status. This education is a type of apprenticeship model that will enable people to train whilst remaining in the workforce. The education that will be commissioned is 120 credits at level 5 and 120 credits at level 6 to enable award of BSc (Hons) over 3 years.

2 Clinical Engineering

The education that will be commissioned is 120 credits at level 5 and 120 credits at level 6 to enable award of BSc (Hons) over 3 years.

3 Pathology

Health Education and Improvement Wales (HEIW) is a key stakeholder in healthcare science transformation in Wales. Traditionally, individuals achieve Practitioner Training Programme (PTP) status by undertaking a BSc (Hons) in Healthcare Science full time over 3 years, including academic study and work-based learning. HEIW is committed to commissioning part time education to enable people already employed in the NHS, to access a BSc programme alongside existing employment to achieve Practitioner Training Programme (PTP) status. This education is a type of apprenticeship model that will enable people to train whilst remaining in the workforce. The education that will be commissioned is 120 credits at level 5 and 120 credits at level 6 to enable award of BSc (Hons) over 3 years. Pathology (Life sciences) education must also be available as stand alone modules to enable them to be accessed by Students with an existing relevant degree eg BSc (Hons) Biomedical Sciences to achieve PTP through degree assessment. The IBMS assess existing degree content and determine which additional modules from the full 240 credits a Student needs to complete.

Renewal Options

This contract will be subject to renewal at the discretion of the Contracting Authority. The Contracting Authority may exercise its option to extend for a further three years in three twelve month intervals.

As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contract in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to note: (a) The number of student places to be commissioned annually will be conditional upon Welsh Government confirmation of funding; and (b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and (c) The proposed contracts are due to take effect on or around 01/12/2023 and provide for an implementation period. Delivery of the services are to commence upon the anticipated Services Commencement Date (that is on or around 01/08/2024). No contract payments are payable in respect of the implementation period.
