Description

NHS England are committed to keeping patient information safe and being transparent about how it is used. NHS Privacy Enhancing Technology (NHS-PET) will provide robust protection and deliver a standard approach to support safe data use including data privacy treatments and ensuring appropriate data access. NHS-PET will initially be deployed for the Federated Data Platform Programme (FDP). NHS-PET will be a standalone service that potentially includes cloud-based Software as a Service (SaaS) solutions to provide data privacy and protection to FDP, and the wider NHS. NHS-PET will be used across NHSE in conjunction with various data platforms. The successful supplier will be required to scale the use of the solution across the enterprise. Connectivity between NHS enterprise data platforms is extremely important as it will enable rapid scaling and sharing of tools and applications that have been developed at a local level, in a secure way, supporting levelling up and reducing variation across England. Bidders should therefore ensure their solution is designed around open standards to support integration and scaling requirements. NHS-PET will be a distinct service that is a required part of the overall NHS data protection ecosystem and FDP capability for sharing data safely and securely. The 3-year NHS-PET contract will have an additional option to extend by 24 +12 + 12 months with a total estimated value of up to £35,000,000 over the contract period. The actual contract value will depend on the extent of the use of the service.

Total Quantity or Scope

The primary NHS users for NHS-PET will be NHS England, Trusts and ICS/ICBs utilising the FDP who will be defined as Data Controllers under UK GDPR. There are 42 ICSs, 240+ Trusts and other commissioned providers of NHS Services; the NHS-PET Successful Supplier may need to engage with all those organisations in some form. Across these are differing Information Governance frameworks in all of the Controlling Organisations that the NHS-PET Successful Supplier will also likely need to engage with. PET must have the ability to treat shared data between all levels of the NHS and be flexible enough to handle both traditional data protection scenarios, as well as being extensible to new and emerging data trends to align with the NHS aspiration to broaden the use of PET beyond FDP.

Renewal Options

Option extensions to the contract term of 24 + 12 months + 12 months. The value stated in section II.1.5 includes the optional extension periods.
