Description

His Majesty's Prison and Probation Service (HMPPS) is establishing the Government's vision to deliver an impartial and high-quality Careers Information, Advice and Guidance (CIAG) Service that will support prisoners to engage with the right learning, development and employment pathways in prison to achieve their aspirations upon release. We will therefore be seeking to procure new contracts to deliver CIAG services in HMPPS adult prisons across England (including several privately managed prisons). Our vision is that everyone of working age and able to work should leave prison prepared for employment or further education and training. The new CIAG service will support prisoners from induction to release to identify career aspirations, set education, skills and work-related goals, and support prisoners towards outcomes on release. This will ultimately contribute to reducing reoffending. To achieve this vision, we are seeking to procure new CIAG contracts by engaging with a diverse range of suppliers that can offer prisoners a high quality and impartial CIAG service. It should be noted that the new Careers Information, Advice and Guidance contracts shall replace the current CIAG services commissioned via the Prison Education Dynamic Purchasing System (PEDPS). In issuing this Prior Information Notice, the MoJ is seeking to inform the market of this planned procurement.

Total Quantity or Scope

The purpose of this engagement is to enable HMPPS to inform the market of our CIAG requirements and to allow us to assess the level of interest, capability, and capacity of CIAG providers to deliver the next generation of contract service. The procurement of these services will cover the scope of CIAG services within the HMPPS Prison Estate in England (including several privately managed prisons). A procurement process is anticipated to commence in Autumn 2023, with contracts commencing 1st April 2025. The Market Engagement event will include more specific information on service objectives and requirements. There will be an opportunity to raise questions during the live event (which will be responded to following the event), as well as at any time afterwards. The Market Engagement Launch event will be presented by Sarah McKnight, Deputy Director, Reducing Reoffending, Accommodation and Partnerships Directorate who will be joined by Holly Tremain, CIAG Strategy Lead, HMPPS to set out our vision for improving HMPPS CIAG provision. The CIAG Service is being procured separately to the Core Education Provision, however forms part of the golden thread of education, skills and work delivery in HMPPS prisons, and is fundamental to realising this vision. Both services are expected to go live on 1st April 2025. Suppliers are able to bid for both Core Education and CIAG services.
